N.Z. PARLIAMENT.

TUESDAY, OCTOBER 12. The Council met at noon. The Hon. W. D. H. BAILLIE moved a resolution of congratulation to Mr L. Stowe, Clerk of Parliament, on completing his 5u years of service. . Mr Stowe replied in very feeling terms, cordially thanking members for their kindly references. In the evening the Appropriation Bill was received and put through all its stages. Motions congratulating the troops and Messrs Seddon and Stewart on joining the colours were passed. The Council then adjourned. The House met at 10.30 a.m. After the Appropriation Bill had_ been passed the House adjourned till the ringing of the bell. , The House resumed at 10.18 pan., wnen the SPEAKER announced that Excellency the Governor had assented to the Appropriation Act. The PRIME MINISTER moved a motion recognising the patriotism of Messrs Seddon and Stewart. M.P.'s, in offering their services for the front. The motion was seconded by. Sir J. It. WARD, and supported bv Sir JAS. OARROLL. The motion was carried on the voices. The PRIME MINISTER moved a resolution congratulating the New Zealand troops on the success of their operations at tho Dardanelles and other places. Tho motion was seconded by Sir J. G-. Ward, and supported by Mr Wilford, and when it was carried the House rose and sang tho National Anthem. Tho PRIME MINISTER, briefly outlined the system to lie followed in connection with " national registration, stating that 400,000 forms would be placed at the disposal of the public at post offices. He expressed himself as confident that tho system would prove that there was no need for compulsory methods in this dominion, but that the young men would readily coma forward and register, offering their services to the Empire. The PRIME MINISTER congratulated the Speaker on Having so successfully presided over tho most remarkable session of a New Zealand Parliament over hold. In doing so, ho included the Deputy Speaker and officers of the House in his felicitations. Sir JAMES CARROLL tendered his congratulations to the .Na tional _ Cabinet, to which Sir JOSEPH WARD responded. After the SPEAKER ana Mr MALCOLM had returned thanks, the PRIME MINISTER (at 11.45 p.m.) moved that the House adjourn. In accordance with the usual custom, a division was called for, the motion being carried by 27 votes to 16. Tho House adjourned at 11. CO p.m.
