LONDON, December 2. General Sir lan Hamilton, in a speech at Edinburgh, made a vigorous reply to critics of the territorial scheme. He eulogised the defence forces of the dominions as vigorous offshoots of their own voluntary system, and he praised the patriotism of the newspapers in the dominions. In this connection he denounced the English press, which, he said, found it easy and pleasant to find fault with the territorials. He emphasised the statement that the navy must always occupy the first position, which compulsory army service would soon jeopardise. The Daily Mail states that the inspectorship of the overseas forces will shortly be abolished, which will mean a saving of £IO,OOO yearly.
