WESTPORT HARBOUR WORKS.

WESTPORT, July 22. The report of tho recently appointed inspector of works (Mr J. E. Hawes) to the Harbour Board was a scathing condemnation of the Cape Foulwind railway, and the method of breakwater construction. Ho says with regard to the latter that tho bffftivkwater, instead of being mado to stand the rough seas, has been mado up purely and simply as a clump to allow unsuitable material to bo got rid of as quickly as possible, and that tho whole of tho works seem to have been used for tho benefit of tho traffic on ths lino, tho annual gross revenue from which would only build a few feet of breakwater.
