SHIP MASTERS AND OFFICERS' AWARD. WELLINGTON, April 30. The recommendations of the Conciliation Council in connection with, the dispute between the masters and officers of the larger steamers and the owners have been filed with the Clerk of Awards. The parties to the dispute ai-e the Merchant Service Guild of Australasia (New Zealand section) and the following owners : Union Steam Ship Company (Ltd.), Maoriland Steamship Company (Ltd.), Blackball Coal Company (Ltd.). Westport Coal Company (Ltd.), and Huddart-Parker (iji.d.). It is proposed that the new conditions shall come into force from tomorrow, May 1, and continue until April, 1915. Steamers under 300 tons gross register are- to be excluded entirely from the award. The recommendations with respect to rates of pay are as follow : —Master of passenger steamers —1000 tons and under, ±126 per calendar month; 1001 to 2000 tons, £29; 2001 to 3000 tons, £33; 30001 to 4000 tons, £37; over 4000 tons, £4B; masters of cargo steamers of the same tonnages, from £25 to £36 per calendar month; chief officers on passenger steamers from £l6 to £2O per month; second officers, from £l2 to £l7; third officers, from £ll to £l4; and fourth and fifth officers, £10; chief officers of cargo steamers, from £l6 to £lB per month; second offioere, £l3 to £ls; third officers, £ll to £l4; and fourth and fifth officers, £lO. Masters of passenger steamers and time-tabled cargo steamers are to receive 21 days' annual leave on full sea pay, and masters of other cargo steamers 17 days' annual leave. All officers are to receive 14 days' annual leave on full sea pay, and with provision for accumulation and additional leave as an alternative to pay. For overtime it is recommended that a week's work for officers shall be 56 hours, provided that they may be called on for extra duty, if the safety of the ship requires it, and for boat drill, etc. Provision is also made in the recommendations for victualling allowance, transfer expenses, time off at home ports, sick pay, petty expenses, etc. Steamers belonging to any of the employers named above which trade within the Commonwealth of Australia are exempt ; aloo steamers belonging to the Maoriland Steamship Company, and which are under 600 tons gross register. It is understood that Huddart-Parker (Ltd.) claim that an award will be without jurisdiction so far as they are concerned, as they are not subject to the Arbitration Court in New Zealand.
