RELATIONS WITH OTHER POWERS. BERLIN, April 23. When introducing the Navy Bill into the Reichstag the Imperial ■ Chancellor said he was convinced that none of the Great Powers was seeking a quarrel with Germany, though there was a danger of a nation being driven to war by a noisy, fanatical minority. It would be disastrous if they returned to the principle of meeting their naval expenditure by way of loan.
