DEFENCE OF CANADA
OTTAWA, April 10. The Prime Minister (Mr Borden) declares that the outline of Canada's naval •defence policy given hy the Quebec Chronicle is without foundation. Nevertheless some papers, while admitting that it is not proper that the policy should be promulgated before Mr Borden and Mr Hazen have submitted the scheme to the Admiralty, state that it is evident that means should be found to test public opinion in Canada, Britain, and the other dominions before Canada is formally committed to a definite scheme.
