SYDNEY, March 26. The first action of the Government in order to supersede the powers of the Railway Commissioner was mentioned in the Assembly. Mr Griffith announced that a board, consisting of the Minister of Railways, the Minister of Public Works, and the Chief Commissioner, would be appointed for the carrying out of railway duplication and deviation works. The Minister stated that two years ago Parliament voted £2,000,000 for duplication work, and the Commissioners had spent less than one-half of it. The congestion of traffic was becoming a serious menace to the trade of the port. March 27. In the Assembly the bill creating a board to direct the railway duplication and deviation works was passed through all its stages. The Railway Commisioncr (Mr John-
son) intimates that he is strongly opposed to the appointment of a Duplication Board. He claims that he has not been consulted in the matter, which cuts at the foundation of independent control.
