The Harbours Commission's interim report recommends a readjustment of the harbour and railway finances and uniform wharfage rates, irrespective of the destination of the goods. It also advises a rate of f per oemt. ad valorem and a shilling a ton on imports, and \ per cent. ad valorem and 6d a ton on exports. A graving dock at Durban is recommended.
