TAIERI COUNCIL ELECTION.

Mr D. M'lntosh, of Brighton, has issued a circular to the ratepayers of the Otokia riding of the Taieri County, setting forth in extenso his views on the subject of local government. Mr M'lntosh, in a covering letter, states that he is a candidate for election, having been requested to oome forward by a number of ratepayers. In dealing with local government he divides his subject into three branches by asking: (1). What is the primary object of a local government? What has it been created for? Has it been created for the purpose of advancing the interests of a class, or iras it been created for the purpose of carrying out a public works policy, simply for the sake of public works? He summarises the hypothesis by defining what he considers to be the functions* of a local government. These are: (1) The promotion of the social, condition and position of the people under its charge by providing efficient railways t (2) the promotion of the development of the natural resources, of the country to the uttermost .by providing efficient roadways; and (3), .the crowning objective, the opening up' of the oountry to make provision for increasing population The propositions are argued out in detail. Having established his contention, Mr M'lntosh concludes by saying that he will endeavour to follow out a policy that will have for its end the promotion of the eccial condition and position of the people, the development of the district's resources;, and the making of provision for increasing population, and assist, with others in endeavouring to restore to its former.position among the electorates of New Zealand the time-honouired and historic name of Taieri.
