BRUSSELS, May 1. At th« opening of the Colonial Exhibition here King Albert foreshadowed the reforms that would be extended to tha Congo. The new regime, he said, will b» worthy of Belgium. Be condemned tha extreme 'exploitation of the Congo's colonisation by means of Customs duties, and! urged a form of government sanctioned by Christian morals, also the extension of railways throughout the Congo.
