The Ottawa correspondent of the Daily News reports that Canada is gratified at Great Britain permitting her to enter upon direct negotiations with Washington over the tariff deadlock. Mr Emery, of the Board of Trade, and Mr Pepper, of the Bureau of Trade, aire proceeding to Ottawa. NEW YORK, March 3. Mr Taft, in a proclamation, has announced that the following, among others, are entitled to the minimum tariff: —British and German New Guinea, other German possessions in the Pacific, Santo Domingo, Ccsta Rica, Gibraltar, St. Helena, Ascension, the Falkland Islands, Ceylon, Mauritius, British East Africa, and British North Borneo. OTTAWA, March 4. American delegates at Ottawa are hopeful that President Taft will be relieved cf the necessity of applying the maximum duties against Canada.
