WASHINGTON, January 8

President Taft's Message to Congress recommends the creation of a. Court of Commerce to try all railroad cases arising out of the Interstate Commerce Commissions orders and analogous to the recentlyauthorised United States Customs Court, subject to review by the Supreme Court. He proposes that the commission shall have power to fix rates and to readjust classifications of merchandise after complaints. The inter-State railroads are prohibited from acquiring the stock of opening lines. The President recommends an extension of the scope of the Employers' Liability Act to facilitate lawsuits. While no changes are proposed in the anti-trust law, President Taft recommends the Federal incorporation of lalrge business enterprises. This is recognised as a long step forward.
