GERMAN POLITICS.
BERLlN^December 3.
The Reichstag debated various motions for reforming the Imperial Constitution an the matter of Ministerial responsibility. The motions were presented by the Centre, Radical^ Social Democrats, and the Poles.
Herr Bothmann and Herr v HoUwe]g, in Prince yon Bulow's - absence, explained that the Federated Government was unable to adopt a definite attitude before it was allowed an opportunity of considering the Reichstag's definite decisions.
The speeches indicated a wide diverg-^ enee of views. The debate was adjourned.
December 4. Germany has ordered six submarines, •which wiU be built at Dantzig.
"In the Reichstag all the motions dealing ■with constitutional guarantees were referred to the Procedure Committee.
Hen* Singer urged: that the Reichstag's assent to- the proposed financial reforms should be made dependent on the granting of the constitutional guarantee. He declared that at present the Reichstag was m. a condition of impotency. ' - /
