A BYE-ELECTION.
LONDON, December 2. The bye-election for Chclmsford, due to the resignation of Major Sir F. Rasch (Unionist), resulted in the return of Mr Piettyman (Tariff Reformer), who polled 6142 votes against Mr A. H. Dence's (Liberal) 3587.
