WELLINGTON, February 5. Phillip6 was charged at the Mag-istrate's Court \\ith _ keeping offenshe rubbi'h on his premises in Garret street. The house, it was stated, was found to be full of all kinds of rubbish, and the yard was also found to be in an unpleasant condition. His Worship considered the place a menace to public health and a fit case for the Health Department to take up. It was stated that the accused had been previously fined. He seemed to have a mania for collecting oH rubbish, and storing it in

his house. He wae fined the maximum amount — namely, £5. PROPOSAL SUPPORTED IN AUCEa LAND. AUCKLAND, February 5. The proposal to federate the unions is causing much interes: in Auokland Labour circles. Mr Arthur Rosser, president of the Trades and Labour Council, agrees that tho principle is good, but that such a. federation would bo too unwieldy and costly. Mr G. Davis, representative of numerous Auckland Labour oragnisations, says that the only chance of the workers lies in. federation, since the employers have done likewise. Last night the Amalgamated Society of Engineers decided to warmly support the movement as the only palliative of the troubles besetting Labour.
