INCREASING ITS EFFICIENCY. LONDON, January 31. On Lord Rosebery's motion, the select committee appointed last year to consider the suggestion made from time to time for an increase in the efficiency of the House of Lords was reappointed, with the exception that Lord Curzon takes the place of Lord Clonbrock.
