♦ NEW YORK, July 26. The Governor of North Carolina refuses to obey the ruling of the Federal CSrctdt Court declaring that the State law on railway rates is unconstitutional. Ha rejects all compromise until tbe railway company complies with the law. A serious conflict between tbe State and toe Federal authorities is feared, involving even the use of Federal troops to enforce the court's orders. The press widely con* demns the Governor's action.
