A DEFIANT GOVERNOR
♦ NEW YORK, July 26. The Governor of North Carolina refuses to obey the ruling of the Federal CSrctdt Court declaring that the State law on railway rates is unconstitutional. Ha rejects all compromise until tbe railway company complies with the law. A serious conflict between tbe State and toe Federal authorities is feared, involving even the use of Federal troops to enforce the court's orders. The press widely con* demns the Governor's action. July 29. A settlement haa been reached in con«nection with the conflict between thflt Governor of North Carolina and the Federal Circuit Court. The railway im« plicated has agreed to the Governor fe pro- . posal of a 2^ cents rate, the law to operate from the Bth August, a proviso also being made that the highest courts in the land shall speedily adjudicate oa>» the existing cases.
