LONDON, July 25. It is Mr Haldane's (Secretary of War) intention, to further reduce the arsenal by 3000 men, making 8000 the minimum peace strength, whereas it was formerly 15,000. The proposal has caused much indignation, and the engineers demanded a strike. This, however, the leaders overruled. The workmen ore bow appealing to the Labour members of Pailiament.
