STATES.
OTTAWA, November 3.
The dispute between Newfoundland and America regarding the herring fishery at the Bay of Islands is becoming increasingly serious. ..The Americans there sent a, steamer to convey 50 men to vessels outside the three-mile limit, but the colonial cruiser Fiona compelled the steamer to return, and threatened to seize her as she was without a clearance, which the Customs refused to grant except for a genuine voyage. The Americans declare that they will appeal to Washington to send a warship.
