TAIERI COUNTY COUNCIL.

The regular meeting of the Taieri County Council was held on Friday afternoon at Mosgiel, there being present: Mr J. Millar (chairman), Crs Samson, G-ibson, Dow, Harrison, M'Donald, Blackie, and Christie. The Finance Committee reported that the expenditure for the month had been £538 6s sd. This it recommended should be paid. T^e receipts for the month had been £1200 10s, and the overdraft .stood at £2370 17s Id. The council had received no satisfaction from the Government re siding to Mosgiel quarry, and the clerkhad been instructed to forward copies^ of correspondence on the matter" to" members for T&ieri and adjacent electorates. It , had been decided • that Mr. Reid, M.H.E.', be requested to convene a deputation to >wait upon the Minister of Bailways. — Adopted. * Mr B. B. Couston, county engineer, reported as follows: — The contracts completed during the month are No. 10, Petrie's Bridge, Berwick, and No. 13, delivery of gravel, Brighton. The contracts in progress are No. 8, delivery metal Outram Riding; No. 9, Wyllie's Bridge; and No. 12, water openings, Strath Taieri. Tenders are invited "thia month for a- number of riding contracts, also for the supply and delivery of metal for the West Taieri special rating- district. The works carried out by day labour are: — Sforth and East Taieii — Repairs to Whare Flat load, necessitated by excessive traffic of Mosgiel Borough, this body contributing dCSO towards the work; repairs to bridge over Owhiro Creek, on the Riccarton road, and the renewal of a water opening on the MosgielOutram road. Kaikorai and Otokia — Gravelling of Fairfield footpath, formation Alexander's road, repairs to road at Brinsdons, and pipe culverts on Jones road, Brighton. Outram and Maimgatua — Strengthening transverse section of roads at West Taieri for receiving the loan metal; scourging a drain, Mr Bruce subsidising the work pound for pound; repairs to Mountain road, to Post Office Creek, and in conjunction with the Otokia Drainage Board, the removal of bridge on Centre road, Otokia, and replacing same with 30in concrete culvert. Two extra hands have been employed making good the damage caused to Waipori road by the Dunedin Corporation. Strath Taieri— Formation of road to M'Fadyen's back sections. — Approved. BurnslSe Extension: Mr Lethafry is the owner of 1 blocks XV to XXVI, Burnside Extension. The land has been subdivided into quarteraore allotments. The streets are 60 links "wide, and are unformed. There are two miles of street-lines in the subdivision. Mr Lethaby offers to form to the council's satisfaction Neill street, Reid street from Neill street to Edward street, and Edward street from Reid street tg District road; to widen any of the,

roads to one chain in width, and to form the approach from Burnside Station to connect with the subdivision. The total length of road to be formed under this offer is 64 chains. I have examined the contract plans of pro- , posed streets, and, with the exception of the ' provision made for water and the want oE gradient line between Paterson street and Dall street, they meet with my approval. No specifications were forwarded with the contract plans. I have proposed to Mr Lethaby that the council should take over the streets as they are formed, leaving the unformed streets as rights-of-way until such time as they are formed, either by private contribution or, if the council thought the settlement warranted the expenditure, out of the rates. My recommendation to the council is on these lines, but the proposal does not meet the views of the owner of the property. Engineer's recommendation approved. — Silverstream : In accordance with your instructions, I have submitted to the ratepayers interested plans, specifications, and estimate of a scheme for the reasonable protection of the land and the scouring of the bed of the stream. These are before you for consideration , to-day; also the records of tha East Taieri Road Board relating to the ■ cutting of the channel through Shand's. Deferred for a month.— Torquay road, Plevna: This road is unformed from Kars street. To form the road to Mr Price's sections would cost at least £20. I have advised Mr Price to ' modify his application to a request for vhalf- ' cost of formation. — Parties concerned to carry out the work according to engineer's specifications. Surfacemen: Surfaceman Ryan, of Kaik'orai Riding, has tendered his resignation. ■ —Accepted, and Engineer to fill the vacancy. Tha Sanitary ' Inspector reported that tb.3 Kaifcor&i Stream 'had continued in fair conditiou. except on certain mornings. The exceptions wore due to pollution from Roslyn, and lie recommended that the Borough Council's attention _bs drawn to' the matter. He had visited a number of piggeries in connection with the pollution of Lee, Creek, and had "found that certain persons had' gat rid of their "pdgs. He had visited other piggeries, and found them all right except one, which was —in "a rather dirty condition. A case of typhoid fever had- been reported near Mosgiel, and the patient isolated.— Report adapted. The Right Hon. R. J. Seddan wrote acknowledging reoeipt of the council's letter, asking tha Government to assist in remedying tihe silting up of the lower end of Silverstream. — Received. I" A. Macandrew, secretary Board of Governors of Otago Boys' and Girls' High Schools, wrote he was instructed by th© board to refer the council to his letter of the' 22nd March, requesting a culvert to be made on the road b&tween sections 3 and 4, block XTV, Strath Taieri, and to ask you to give the matter attention. Several of the board's tenants complain that the water crosses on the road in front of sections 3, 9, 11, 12, thereby floofflng them, and causing damage to their respective properties. — Resolved that if the engineer considered a bank would remedy the mischief he be empowered to erect one. John Grant, Outram, wrot* in reply to counoil's letter to the Henley River Board stating resolution passed by the council, that his board had agreed to the terms of the resolution, with the exception of paying halfcost of the title to road.— The council adhered to its previous resolution. George Pric& and S. Hill wrote stating they were prepared to make a roadway in Torquay street from "Ears street to section 4, Plevna, for the sum of £5, providing the council find one lot of 6in drain pipes and give the levels. —Offer accepted, provided the parties interested carried out the work to the approval of the engineer. The Dunedin Hospital Extension Fund Committee wrote asking the co-operation of the council in the objects of the committee.— Subscription lists to be asked for.

The Bruce County Council forwarded a copy of a lengthy letter sent by it to the Minister of Public Works on the action of the Berwick Drainage Board in raising embankment on the north, side of the Waipori River at Berwick, which was going to cause the bridge over tEe river to be carried away by the first flood. The Bruce and Taieri County Councils had met, and agreed that a new bridge should be erected oa a higaer level, and that a subsidy of pound for pound on the cost of a new bridge be asked from Government-namely, £400.
