Earl Roberts, speaking at Llanelly, ad-» mitted that the regular army was as; efficient as it possibly could be with the training it received; but what was wanted was not merely efficient regulars and auxiliaries, but the whole manhood of the nation as a great and potential reserve of force that a sane nation would seldom if ever assail.
