Ftd;« Otago Daily Times.— Mr Balfour, the Premier, in proposing the toast of the French navy, said the gathering vas the harbinger of world-wide peace, which the -warm perpetual friendship of England and France would guarantee. Both countries in future would be able to feel that their interests were identical. Each to himself : " Seems all right, but you never know what's behind his back " ! !
