The Warden of the Industrial Department of the Central Prison, Ontario, writes to the Premier as follows: — " When we learn&ct that you had decided upon a Government inspection of your hemp product we felt that we could purchase New Zealand hemp with a much greater degree of security as regards quality. In view of this we considerably increased our purchases of the New Zealand product. We regret to have to inform you that in many instances the inspection has not been reliable, and the average hemp now arriving from your colony is much poorer than heretofore. We forward you a sample of good fair Wellington, and your experts can see for themselves how far short of the mark it comes. If these conditions continue, we will be compelled to cease using New Zealand hemp. It will ruin the hemp trade of your colony."
