COMMENTS ON THE REPORT.

Commenting" on the report of the North Sea Commissioners on the Dogger Bank outrage, the Daily Express says that it is an equilibristic performance — political, not judicial.
The Morning Post considers that no one desires to further accentuate the censure
on Admiral Rozhdestvensky. The Telegraph believes that the palliations mentioned strengthen andi not diminish the significance of the finding. The Chronicle is of opinion that England is shown to ba victorious on the' facts and Russia on the conclusions. The Daily News thinks that compensation must follow, and that the precedent established is certain to influence the world's history. The Daily Mail considers that the tone of tb!t report has the full effect of a condemnation of Russia. The Japanese press ridicules the. finding as a conclusion without a premise, and as calculated to discredit international courts. The Russian- press amplifies the compliments and minimises tbe. censures, but the public is disappointed. The American press is sarcastic over what it terms a determination to whitewash Russia. Admiral Davis, the American Commissioner, considers the report practically sustains all the English case. The Temps (Paris) regards the report as wholly opportunist, andi, perhaps, fictitious ; while the Republique Francaisc says that England practically wins. PARIS, February 27. Admiral Davis (Ameiica) supported Admiral Beaumont (England) throughout the healing, and Admiral Fournier (France) took a conciliatory attitude.
