SOUTH AFRICAN AFFAIRS.
CAPETOWN, June 15.
In accordance with the minority report of the select committee on the administration of the Central South African railways, representing the views of the business section of Johannesbui'g, and expressing a desire to secure a civil administrator with great financial knowledge, Colonel Sir Percy Girouard hasi resigned the Gemmissioner-jhip of Railway*. Sir George Farrar, addressing Sir P. Girouard in the Intercolonial Council, said : '" Toil are a great military expert, but your work here is finished."
After a heated debate, Lord Milner undertook to bring about the necessary railway reforms. He paid ,an eloquent; tribute to Sir P. Girouard for converting the railway system, which the war left a mere wreck, into a genuine working machine.
Two Spaniards an-1 cno Irishman or colonial have been arrested at Johannesburg on suspicion of designs on Lord Milner's life. One was heard to threaten that he would murder Lord Milner if offered sufficient inducement.
