A DESIRABLE REFORM.

The laws of racing in New South Wales in' ike matter of settling objections and appeals are not on all-fours with those in force in this colony. The A.J.C., like the O.C in Victoria, is the supreme tribunal, out? 1 it t»as been urged that there should be a couTt of appeal, to which decisions given by the stewards acting at the metropolitan meetings may be taken. To meet this, the A.J.C. Committee have prepared a new rule ■which will give the committee authority to appoint a boaTd of stewards numbering from three to five, and these may include either members of the committee or officers of the club, which presumably means the inclusion of the "haudicapper. TheTe are ten. roembers of the committee, so that independent of those acting as stewards there- will be .several left to constitute the appeal court. .!R»e new rule will be proposed at the regular meeting, which was to have been held yesterday, by Mr Adrian Knox, and is to stand as new rule lla. Clause B reads thus: — "The committee of the club may, from time to time, by resolution, delegate to such stewsards all or any of the poweTs conferred, or of the duties imposed upon such committee by these rules, and may from time to time, by resolution, define the powers and duties of such stewards and the procedure to be adopted by them, (c) Every Vjecision of such stewards shall be subject to appeal to the committee of the club in like manner as the decision of any committee other than the committee of the club, and ribject to the same restrictions and conditions. In the event of no appeal being lodged as prescribed against any decision of such stewards, such decision shall be regarded and take effect in all respects as a decision «f a committee of the club, -without adontion thereof by such committee. (d) No member of the committee of the club shall sit or vote on the hearing by such committee of any appeal from the stewards in any case in which such member shall have adjudicated as one of such stewards, (c) On any appea! from a decision of the stewards to the committee of the club, such stewards nr any of them, may attend and be heard In support of such decision "
