MONDAY, OCTOBER 1.

jKio Legislative Council met on Monday and

passed the Local Bodies' Loans, Inspection of Machinery, and Post Office Bills, while some progress was made with the Government Railways Bill in committee. It was decided __ta— uJircrc- co the amendment? in the Public Health Bill which tho other Chamber disagreed with. THE PUBLIC HEALTH BILL. The Council considered the reasons advanced hy the House for objecting to certain amendments in the Public Health Bill. The Lower House objected to amendments limiting the use ot ij'inph from heifers, providing for public vaccmators being' medical practitioners, and to the definition ot local authority. — The Council decided by 30 votes to b, 27 to 9, and 24- to 11, to adhere to the respective amendments. The Hons. U. JVl'Lbim, Jennings, and Jones weie appointed a committee to frame reasons ior adhering to the amendments. GOVERNMENT RAILWAYS. The Government Railway Bill was considered in. committee. At clause 8, giving' powers to the Minister to construct or alter my embankment, groin, etc., on any land for the protection of a lailway line, the Hon. G-. M'LICAN objected to arbitrary power being given to the Minister without hope of redress for landowners.— The Hon. Mr BONAR pointed out that the clause gave power to divert the whole of the water from Bny watercourse in contravention of the provisions of the mining laws. — The Hon. Mr CADMAN stated that under the Pub_ic Works Act compensation would' be paid in cases of diverting all the water. Consideration of the clause was postponed. Progress was reported at 4.5 p.m., and the Council adjourned.

In the House of Representatives on Monday the Land for Settlements Bill was read a second time pro forma. The Land and Income Assessment 'Bill was put through its final stages.
