•— — — * LONDON, February 27. Mr Goschen, in the House of Commons, deprecated bringing down an alarmist Naval Budget*. It was intended to spend in shipbuilding £8,460,000 during the year, which was more than Russia and France i were expending together. There was a difficulty in obtaining armour material, and the paucity of skilled labour rendered ib impossible to build faster than they were now doing. It was unnecessary at present j to mobilise the fleet, as Europe knew our strength, but the reserve squadron would exercise in tactics.
