PARIS, February 12. The French Government are feverishly pushing on the completion and equipment of their new quick-firing guns. The factories are working night .and day. BERLIN, February 12. The Navy Bill has been referred to the Budget Committee. During the speeches delivered in the Reichstag, Herr Ferdinand Bebel and Vice-admiral Tirpitz, the Minister of the Navy, admitted that war with. England would be a great calamity. The passage of the Navy Bill depends upon the ability of the Government to conciliate the Centre party.
