THE FEELING ON THE CONTINENT. Paris, February 8. M. Hanotaux declares that Sir Michael Hicks-Beach's speech does • not help to a solution of the position, and he deprecates the attempt to discredit the action of the Mixed Tribunal. February 9. M. Hanotaux, in the course of a epaech, said there was great anxiety with regard to the future of Egyptian finance. If the question were referred to arbitration, the attitude of France was certain to be upheld. France would not consent to an infringement of her rights, based on reiterated promises which were contained in public documents. St. Fjbtehsbubg, February 8. The Russian newspapers are irritated with Sir Michael Hicks-Beach's speech. They regard the possibility of the British evacuation of Egypt as a vain hope. Vienna, February 8. The Austrian newspapers consider that the question of evacuation has been raised at aa untimely moment, especially when the difficulty in regard to Turkey remains unsettled. London, February 8. The Daily News-states that the Russian Black Sea fleet has been placed on a war footing at Sebastopol, and that two regiments of troops are ready to sail from Odessa.
