ATTEMPTS TO DESTROY IT. London, February I. Mr Smalley, the American correspondent of The Time*, wires tbat tho amendments recommended by the Foreign Relations Committee of the Senate are intended to render the Anglo-American Arbitration Treaty ineffective, aad t» destroy its general character. Muon popular disgust is shown at the action of the committee. Washington, February 2. Tbe leading Bupporters of the treaty in Washington assert chat Lord Salisbury and President Cleveland will not proclaim the Arbitration Treaty in force if it is ratified, by the American Sanot* as recommended by tbe Foreign Relations Committee. February 4. Tbe treaty between Great Britain an< Venezuela has been signed at Washington bj Sir Julian Paunoefote and General Andradt (Venezuelan Minister in Washington). The arbitrators on behalf of Great Britain will be Lord rJeruohell and Sir Richard Henn Collins (one of the judges of the Queen's Bench), while Chief Justice Fuller and Justice Br«wer represent tbe United States. Reports from Oaraoas, the capital of Venezuela, state that objections are raited to the treaty, as it is feared to imply a North American protectorate over Venezuela.
