IMPERIAL PARLIAMENT.
London, Jane 23. In referring to the Voluntary Schools Bill, Mr Baifour said that in five nights they had passed only two lines of the bill. He dealt at length with the voting, and said that at the presant rate of progress it would require 84 days to get the measure through. He deeply regretted the evidence of parliamentary decay, especially that of the last week, and in some respects for the whole session, and declared that it was inetitable that a change must occur. The bill would., bs submitted again early in January, with' the bbjecft especially of relieving voluntary sohools. The Unionists are muoh disconcerted at the action of the Government with regard to the bill. t The Times declares that the abandonment of the proposals by the Government will simply encourage the efforts of the Opposition. .The House of Commons have carried the third reading, of the Diseases of Animals Bill. The House of Lords, by a majority of 29, have oarried the second reading of the bill legalising marriage with a deceased wife's sister. June 21. In the House Mr. Baifour said that the Government intended to press on the bills dealing with rating, finance, and the encouragement of light railways; bat they would abandon for this session the Employers' Liability Bill.
