TELEGRAPHIC REGULATIONS.
A Suppl rmntiry Gazette contains the regulations under thereducad charges for telegrams which came into force on Monday, when, as already stated, the rates are to.be 6d and Is foe 12 words in ordinary and urgent messages* and Id and 2d per word after that number. The address and signature will bo counted in the 12 word?. It is also provided that when more than' one telegram, apparently part of 5 message previously lodged, is presented by tho same; sender during any one day such telegrams may be treated as one continuous telegram and charged for accordingly, unless it be shown fb the satisfaction of the < fficwr ill charge that they have no connection nibix each other. Tho charges for the repetition of a message, if the sender desires ib, will be half the tariff, and if the receiver desires it a halfpenny pec word for each word with » minimum of 3d, the amount to ba refunded ii the telegram has been incorrectly transmitted. Daring the session members of F4rli*meat are to be allowed special rates of 6d for the first: 24- words, and Id for every two words there* after. During the recsss members may also send telegrams to Ministers at the foregoing rates. Such telegrams shall be restricted to domestic, public, or parliamentary bnsiness. Any disregard of this condition will render the telegram presented liable to ba treated and charged for as an ordjoary telegram. " Collect " telegrams addresied to a Minister by any member of Parliament shall not be accepted for transmission at any telegraph office unless the Minister has by telegram requested luch member to send him a reply " free " and proof thereof be given to the transmitting officer. — The delivery to the House of Commons Post Office amounts, on an average, to between 7000 and 10,000 'letters daily.
