CLASSIFICATION OF TEACHERS.

PROPOSED NEW REGULATIONS.

We give below the principal new regulations under the new classification scheme which has been before the Education Board for come months past. Those not given are cither embodied in the board's present regulations or are not of vital importance. It should be explained that the scheme will not be finally adopted until the return from Wellington of members who are there attending to parliamentary duties. There is just a possibility that the scheme may not be adopted at all : — SCALE OF SAL-OIKS AND CLASSIFICA-

District High School.

The minimum qualification for the positions of head master and first male assistant respectively of a district high school "hall be as follows : — Headmaster, Al, 81, or Cl ; first male assistant, A 2, 83, or C 2. Head masters of district high schools shall ba eligible for any position in any school. A fixed annual salary of £350 will be paid to the head teacher of every district high school. Any first male assistant of a district high Echool hereafter to be appointed shall receive a salary regulated according to the said scale, without any addition.

Pupil Teachers.

The salaries paid to pupil teachers shall be as follows :— •

Males. Females. Fourth class, first year ... £30 £20 Third class, second year ... 35 25 Second claaa, third year ... 40 30 First class, fourth year ... 45 25

It shall be the duty of the head teacher to instruct and superintend the training of the pupil teachers employed in his school, but the instruction may be delegated, either wholly or partly, to the first male assistant teacher, provided that the board's sanction has been obtained. The lessons given to pupil teacbera must occupy at leaßt five hours every week outside of ordinary school hours, and the instruction shall be carried out according to a time table approved by the board's inspectors.

From and after January 1, 18J56, no extra remuneration will be paid to head masters for the instruction by them of pupil teachers. In the case of any head master delegating the instruction of pupil teachers to a firHt male assistant, imch assistant shall be entitled to receive from such headmaster j£lo for the first. £5 for the second, and £3 for every additional pupil teacher so instructed.

Appointment of Tfachers.

In making appointment*, the boa><), with ;i view to the promotion of de-evviug te.chera, will take into confederation (1) teaching fckiil, (2) literary attainments, (3) length of service under this board, t4) suitability of the applicant for the pirticular po^i ion then vacant. Special consideration will be given to the claims of teachers who have served the board well in remote or out-of-the-way places. A Committee of Selection shall be appointed annually, to consist of the chairman of the board for the time being and two other members of the board, two to form a quorum. The advice of the inspectorial staff shall 'be obtained by such com-

mitteo when selecting, iv accordance withßeffß lation No. 25, the moat eligible candidate for each appointment. The committee shall then forwarii their selection to the board.

It shall bo the duty of this committee, in accord* ance with Regulation No. 24, to select the most suitable of tho candidates, and to forward such list to the board, the committee shall be empowcivd to make recommendations ts the board and to arrange the candidates' names in the order of merit

Tha board shall " consult " the school committee by submitting to it the selections and recommendations of the Committee of Selection, together with copies of all certificates and testimoniHls of the candidates so selected, and by inviting the committee to convey to the board their opinion thereon, and any recommendation they may think proper to moke. Teachers who are not in the service of tne board, but possess the neoestaiy qualification! shall be eligible for appointment under the-s^ regulations to the class of school corresponding to that in which such teacher w»a previously employed by any other Education Baard in New Zealand, or by any other recojniaed educational institution.

It shall be competent for school comnrittcflß, if desirous of obtaining f om any of the inHyco.fora further specific informstion regarding candidatns^ to obtain such information by application to the inspector through the board's secretary. Candidates for appointments, are not already iv the board's service, must forward their official certificate* and satisfactory evldenca of good character ud to date of application, togother with other testimonials at then discretion. No teacher shall be promoted except to a class next higher than the class from which he is promoted.

Classification and Positions. The necessary qualification for each, respective class of position shall be as follows :—: — Class and Position. Minimum Qualification. I* ... 01, IU, Al. II ... Dl, G2, B-2, A3. HI _ D 2, C 2, 82, A3. IV ... Jtl, E2, D 3, C 3, 83. A3. V ... E3, E4, D 4, 04, 84, A 4 •Including District High Schools. Only te ers holding the minimum qualifica» tion for Ciia^s 111 shall be eligible for the position of head master in a school where a pupil teacher is employed. All teachers shall be entitled to retain the appointments held by them at the time of the coming into opt-r.i*iouof these regulations, whether they have the «(Uali(ic.itions requisite for »uch appointment or not, even in the case of the schools being raired to a higher class.

For all app antrueuts after the coming into force of those regulations the minimum qualification will be "required, except in the case of male teachers now in the board's fervice and holdiug a Dl certificate prior to July 1, 1888, and in the case of female teachers now in the board's seivice and holding an El certificate.

CLASSIFICATION OF SCHOOLS.

Under exceptional circumstances, the board may revke tho classification^ of a school at auy time during the year. A echool will be transferred to a higher cbws only when the average attendance required for the loweßt grade of that class has been maintained for two consecutive quarters, and will bo transfen ed to a lower cl>>ss otily wlien the average atteri'lunce hn» remained below the minimum of that claax of school or two consecutive quarters. Transfers.

Subject to the approval of the hoard, and of the committees on'-erned, teachers shall be allowed to exchange positions within their clusu. For the purpose of enabling tha board to carry out trau-fcrs, or exchanges rendered necussary by a school being raised to a higher claas, every teacher in the service of tho board who has been appointed under these regulations fhall bo deemed to hold his appointment subject to the undorbtauditig tiuit, on i.otice from the board that it k eonsiduiel luce^ary to effect a transfer or exchan^e, he shall resign on arrang luent.s being effected for carrying out such transfer or exchange. In the event of a Rchool being raised to a higher class tho board may allow any teacher in Huch school, who has not the requisite qualification, a reasonable time in which, to q.u'alify himself to retain his position. And all teachers shall be deemed to hold their appointments subject to the understanding that on notice from the hoard that for special reasons the board considers it necessary to tran-fer any of them to some other position he fill resign on arrangements being mode for carrying out such transfer.

No position filled by any teacher who hell office on or before December 31, 1895, nor any salary drawn by such teacher, shall be affected by these regulations.
