OTAGO REFEREES' ASSOCIATION.
A special general meeting of the above association was held on Saturday night, and was attended by a large number of members. Rule 14 was altered to read as follows :—" Clubs desiring a referee for matches must be prepared to pay his expenses to and from the match " The following rulings were decided upon : —
That to make a fair catch a player must hold the ball at the first attempt. In the case of a player being off-side, standing within five yards of an opponent waiting for the ball, an appeal for off-side, made before the ball iB caught, shall be allowed.
In the case of a player standing on his opponents' side of the ball when it is in the scrum, whether he be half back, wing three-quarter, or full back, an appeal for off -side shall be allowed.
In the case of a mark or try, the opposite side may charge if more than one of the kicker's 6ide touch the ball.
The meeting strongly approved of the principle that the referee shall have sole control over the game, and may blow his whistle without waiting for any appeal, and recommended that this be acted upon in matches in which both sides consent.
