Pres3 Association— By Telegraph -Copyright. <■- Melbourne, Jane 21. The Premier (Sir J. B. Patterson) haß replied to Sir G. B. Dibba that he cordially agrees that there is a greater possibility of bringing about complete federation by taro of the most important colonies agreeing to combine certain State departments than waiting till all the colonies are prepared to enter iato the union. He leaves it to Sir G. R. Dibbs tj make arrangements for the proposed conference. Adelaide, June 21. In the Legislative Assembly, while speaking on the Address-in-Itsply, Sir J. W. Downer said that New South Wales throughout had impeded federation, ar.d he declared that Sir G. R. Dibb^s scheino would further delay its accomplishment.
