OTAGO RUGBY UNION.
The weekly meeting of the Management Committee of the Otago Rugby Union, held on Monday afternoon, was attended by Messrs Montgomery (in the chair), Monkmin, Chalmer, Cran, Matheson, Beadle, and Hutchison.
The Union Club wrote asking the committee to award them a penalty goal, wh'cb, ifc was alleged, had been unmistakably kicked in the match on Saturday last agiinst the Alhambra, the referee, however, not giving a decision on the point, and a letter was received from Mr H. Smeatoo, the referee in the match, stating that owing to the darkness in which the latter part of the match was played he was unable to give a decision as to whether a goal was kicked or not. It; was resolved tint as the question was one of fact and not of the construction of the laws of the game the committee were powerless to deal with the matter in the way suggested by the Union Club, but it was decided, at the same time, to point out to the referee that, by tho laws of football, ho was the Hole judge in all matters of fact, and that the clubs were entitled to a decision from him.
A complaint was received from the West Taieri Clsb reppecting the neglect of the Ravensbource Ciub to fulfil its engagement on the 16bh inst , the secretary of fcho former club stating, moreover, that a letter and a telegram, forwarded by him to the secrotary of the Ravensbourne Club during the week preceding the date fixed for the match had failed to elicit any reply. Ifc was resolved that while the committee regretted the failure of the Ravensbourne Club to keep its engagement the by-laws gave them no power to deal with defaulting clubs.
