THE HOME RULE BILL.
Corpus Act, the Attorney-general (Sir Charles Russell) strongly opposed it. In the debate Mr Balfour asked why the Irish Executive should be granted a power whioh the British Government did not possess. Mr Gladstone said that the question involved Imperial concerns. It is understood that the whips reported that a division would be dangerous. Mr L. Courtney moved that the members of the jrish Executive should be allowed to speak in both Honses, but not to have power of vote. The Premier said he regarded the innovation with suspicion, and thought they had better leave it to the Irish Parliament to settle. The proposal was negatived. August 15.
The Times asserts that unless the closure is enforced on the Home Rule Bill on its report stage tbe discussion will extend over a month.
