THE AFGHAN FRONTIER.
(Pee Pbess Association.) Calcutta, August 23. The Ameor of Afghanistan complains of the high-handed conduct of the Russians in encroaching on his territory and shooting his subjects. The Hazaras have driven back the Governor of Candahar from Chaimar. The Ameer's troops are suffering from want of food. Russia has assured the Chinese Government that Captain Yanoff's expedition is morcly one of exploration, and that it is not intended to occupy any portion of tho Pamirs. The Ameer's troops have defeated the rebel Usbegs at Kaisar and Mai mend, and have quelled the rebellion. , Russian officials have bceu instructed to allot a plot of land to any Afghans taking refuge in Russian territory. August. 25 Captain Yanoff, in a report to tho Ameer, complains that the Afghans refused to treat him amicably, but opened fire on his expedition. The Ameor is appealing to the English for aid against Russian invasion. Yanoff's expedition numbers 2000 men, with 12 guns, and they have taken up a position at Alichur ; while another Russian force is stationed at Kalawang, on tho bank of the River Oxus. August 26. The Khost tribe have revolted against the Ameer. August 27. The reinforcements sent by Russia en route to" Pamir have passed through Tashkend. The Ameer is awaiting British , advice and help in the Pamirs. The Russian advance in the Pamirs is fomenting excitement in Cabul and south of tho Hindoo Kopsh, and increases .the necessity of an interview taking place between the Ameer of Afghanistan and Lord Roberts. August 29. It is reported that three distinct Russian detachments are now in the Pamir district. Tho Indian Government are insisting that the Ameer shall refrain from coercing the frontier tribes. The Hazaras have inflicted another defeat on tho Ameer's troops. Baron de Sfcaal, fcho Russian Ambassador, assures Lord Rosebery that the Russian advance in tho Pamirs is only with amicable intentions. Afghanistan is excited and India anxious at the position of affairs. Russian troops are occupying the left bank of the Oxus. . The Chinese demand the evacuation of tho Pamirs by Russia. - . London, August 22. Dalziel's Agency publishes a statement that 20,000 Russian troops have been ordered for the Afghan frontier, but the report is believed to be a canard. The St. Petersburg correspondent of Le Soleil alleges that tho Indian Government is supplying rifles to the Ameer's troops. August 26. The Ameer of Afghanistan has informed the Viceroy of India that the fighting which has recently occurred in the Pamirs is the result of Russian aggression. Three thousand Russians are encamped at Somatash. The Ameer's appeal to tho Viceroy of India has caused a sensation in Europe. The Vienna press is inquiring what are Mr Gladstone's intentions in view of a further advance by Russia iv the Pamirs. August 29. The Russian Ambassador in London is in communication with Lord Rosebery regarding the Pamir dispute. The Chinese Ambassador in London is proceeding to St. Petersburg to demand an explanation of Russia's action. At an auction sale in London an early English MS. Bible sold for L 24 10s. The Tasmanian Ministry expect to make retrenchments in the civil service to the extent of L 30.000. Among the departments to be abolished are those of Government Architect, j Conservator of Forests, and Crown Prosecutor. I' The Premier's extra salary will also be cut off.
