A DISMAL FAILURE.
The commission of engineer*) dejpafcohed to Panama to investigate the condition of affairs returned to Paris on April 2. Their story is a dismal one. M. de Lesseps is plunged into the depths of despondency and is obliged to confess that the canal scheme ia a complete failure. The commissioners say that an immense amount of work is still necessary, but the money ia not forthcoming. Several contractors are charged with swindling, and will probably be brought to account.
