FURTHER PROPOSED ALTERATIONS IN THE RULES.

At the annua} meeting of the .Rugby Union, which was to have been held on March 28, the following resolutions were to have been considered :_

Proposed by H. Vassall (treasurer), seconded Jy H. W. T. Garnetfc (committee)— " That in f*w 7 after the words • three points' the following be added : • With the exception of a goal Kicked from a kick awarded byfcway of penalty, *aich shall equal two points.'" Proposed by J. A. Miller (Yorkshire County) >na seconded by M. " Proposed by H. Fuller (committee), seconded by G. Rowland Hill (honorary secretary)— " That the following addition be made to the i regulations' for the guidance of umpires and referees : •If in the opinion of thfe referee the ball when dead has been unfairly brought into play, he shall order a scrummage to be formed.'"
