The following circular, which explains itself, is being sent out by Mr Sydney James to country clubs :— Dunedin Jockey Club, Dunedin, September 23,1888. Dear Sih, — Herewith I enclose rules that have been passed at a general meeting of this club. As expressed to you by circular, the clnb was very unwilling to agree to Rule 6, but after

mature consideration and receiving favourable replies to our circular from two of the principal country clubs, and no reply from several that would be affected, we deemed it prudent to pass the rules, they having been previously adopted all over New Zealand. With regard to the clubs that we received letters from objecting, we feel sorry that any country club should even for a moment harbour a thought that the metropolitan' club of Otago was composed of men who have the slightest desire to act in any high-handed manner, ~and they feel confident that our country friends, on reconsideration, will acquit them of any such intentions, especially if they give any heed to, or have taken notice of, the proceedings during last session of Parliament, which plainly showed that the use of the totalisator must be restricted, or lose it altogether — a calamity in the interests of racing no one would more regret than the objectors thamselvee. As the rules do not come into force until the lsfc of January 1889, the Spring meeting of clubs holding two meetings in the year will not be in any way affected.
