THE TOTALISATOR DIFFICULTY.

THE DUNEDIN JOCKEY „' r , A special general meeting of the members of • the Dunedin Jockey Club was held' in -'Piulo's : Hotel on Monday. The Honl George, M'Lean ' occupied the chair and briefly explained the object of the meeting. ' He 1 said that apari J from the recent law case they should take , steps to amend the rules in the direotion proposed— viz., . of putting a man who withdrew his money in ■ the same position as a man who bets and does ' not pay his bete. He had made a good-iraany speeohes on this ; matter- lately, and he did not think a long speech was necessary now to com- ■ mend it to their approval. Regarding • the • appeal from the recent decision in the Resident Magistrate's Court, he said that Mr Hart— a legal gentleman in whom he had great faithhad expressed an opinion that if the case were proceeded with they would win it. > He believed himself that other clubs were willing to joinin the expense of prosecuting the appeal, so that probably it would be desirable to go on with it. The bill which he had introduced had got throueh the Upper House, and was likely to meet with favour in the Lower House also. The rule which they proposed to pass would do in the meantime, and the club would be able to deal with anyone promptly who sought to evade the payment of his just debts. 1 The Secretary read rule 23 as follows s-; The stewards of a meeting shall have full power to make all such arrangements for the conduct of the meeting as they think fit, and to regulate and control the conduct of all officials, and of all jockeys • grooms, and persons attendant on horses • and to determine all questions or disputes arising 'between any persons at, or in relation to, anything done or omitted in reference to raoing, except only disputjes or claims relating, to .bets. Five stewards to . form a quorum. ■ . It was, he said, proposed to add the followina words after the word " racing " ; Including questions arising, in reference to the totalisator, and investments mad« thereon, and nersous using the same; but not including disputes or • claims relating to bets not made upon the .totalisator ; and to declare any bookmaker or other person ' who shal have been .proved.* to their satisfaction, to have betted totalisator odds except through C • medium ot the totalisator, and also any person who shall have betted or invested in the totaTisator/and who shall have repudiated his bet or investment/to be guilty of corrupt and .fraudulent practices on the turf. Five stewards to form a quorum. . The next thing to be done was to amend rule 30 to read as follows :— The powers of the stewards continue after the meeting for all purposea relating to disputes, obieotions, penalties, and disqualifications, and iMJet 1 Seof. g ""^ "^ ™° T the ame °dmenta The Chairman moved, Mr Fleming seconded, and it was carried unanimously that these amendments be made. n» Ol^ the motion of tQe Chaibman, seconded by Mr Baxter, it was resolved that immediate ' effect be given to these resolutions. ; A vote of thanks to the chairman concluded the business.
