The following cablegrams have appeared in the Melbourne Age :—: — -

Persistent rumours are, in circulation that Russia is preparing to enter upon the occupation of Roumauia as a preliminary step towards declaring war against Austria. A scheme is being initiated for the mobilisation of the British troops, under which England will be enable:! to embark 60,000 troops at a moment's notice.

It is un ier.stood that the French Government are largely reducing their estimate of expenditure in connection with the army.

The Russian press is jubilant at the exposure of the weakness of the Marquis of Salisbury and bis Cabinet.

The Cologne Gazette, in an article published on the 29th ulc, advocates the initiation of a system of wholesale German emigration to the colony of Queensland, with a view to securing the ultimate annexation of the colony by Germany. The Gazette considers it essential that the German element in Australia should "be strengthened as far in every way as possible in order to counteract the aggressive policy of Australia in the South fcWs, which it says is certain to be vigorously enforced when the connection between the colonies and England is dissolved, as in its opinion it must very shortly be. The European press* is unanimous in expressing grave anxiety at the present menacing attitude of the Eastern embroglio, and draws a most unpleasant outlook for the New Year. It is believed that the English plenipotentiary at the Turkish court has utterly failed to induce the Porte to adopt an an ti- Russian policy in connection with the present difficulty.
