PENINSULA ROAD BOARD.

The ordinary monthly meeting of the Peninsula Road Board was held in the Schoolhouse, Highcliff, on Saturday last. Present : J. White (chairman), R. F. Inglis, J. Mathieson, A. Mathieson, W. Dick, A. Stuart, A. Smaill, and A. M'Kay. A letter was received from the clerk to the Portobello "Road Board forwarding the joint bye-law " to regulate the granting of licenses to hawkers and pedlars," which had been made at the last meeting of the Portobello Board. The board passed a special order making the bye-law which, as from the date of the gazetting thereof, will be in force throughout the Peninsula County. Persons wishing to hawk goods in the county must obtain a license from one of the boards. The penalty for hawking without such license is any sum not exceeding £10. Mr Wm. Lloyd, of Caversham, wrote applying for the position of ranger. The clerk was instructed to inform the applicant that it was not proposed to make any such appointment at present. Messrs J. H. Duckworth, J. Anderson, and Walker wrote requesting the board to metal the road through section 27, block I, Otago Peninsula, giving access to their respective proper tfes. Messrs Duckworth and Walker attended in person and supported the application. The road in question not having been vested by the owner in the board, the members were averse to spending any money thereon, but ultimately agreed to put on a man to break and spread metal, provided the petitioners quarried and deposited the stone necessary for the work. Mr M'Tavish requested the board's attention to the damage being done to his property by the discharge of water thereon from the main Sandymount road. The matter was referred to the Sandymount members to inspect the premises, and to instruct the surfaceman to do what might be necessary. — Messrs Oakden and Begg, Dunedin, wrote on behalf of the Patent Manure Company, requesting permission to erect premises at Anderson's Bay, necessary for the proposed industry. A long report from Professor Black accompanied the application. From the Professor's report (which members noted contained very many " if 's "), it appeared that "if " certain drawbacks could be overcome no nuisance would result to the neighbourhood. As the report disclosed every possibility of a great nuisance, it was decided to let the application remain unanswered until after next meeting, and in tho meantime to inspect the proposed site of tho works and make other inquiries. Members expressed themselves quite willing to grant the required license, provided the company can demonstrate that no nuisance to the inhabitants will result, but expressed the opinion that the site was too near the centre of population at Anderson's Bay, and that sufficient drainage was not possible. — The clerk was instructed to require several persous in the Anderson's Bay and Tomahawk districts to clear the gorse from the roads opposite their properties, and in the event of neglect or refusal for one week, to put a man on to do the work and sua for the amount of the cost. — Mr W. 'The chairman was instructed to make arrangements with a surveyor to define the road line between sections 32, block 111, Otago Peninsula and 30, block V, Portobello Bay district. The board passed a resolution agreeing to close the road between section 1, block I, Tomahawk district, and section 4, block 7, Otago Peninsula district, with the vxeW of exchanging the closed road with Mr A. The chairman produced the Gazette containing the proclamation altering the boundaries of the borough of St. Kilda, the effect of which is to take fanuna Park and the adjoining lands out of the Peninsular road district, and include same in the borough. Members expressed iliemselves very strongly with reference to the action of Ministers in this matter, the alteration having been made against the petitions of the persons directly interested— viz., the owners of Tahuna Park, the road board, and the ratepayers of the district. The member for the district, Mr Lurnach, and the lion, the Premier came i& for some specially hard knocks un connection with this matter, it being the ■opinion <of most of the members that Mr Larmach had not exerted his influence against the alteration, for fear of the St. Kilda portion of ™s Constituents. The hon. gentleman will have •difficulty in satisfying the Peninsula electors as to his action in this matter when he next appears before them. Mr Stout has been antagonistic from the beginning, aud has shown very little courtesy to the Peninsula in this matter. 5f districts are to be ruthlessly dismembered in the manner adopted in this instance, local selfgovernment is of very little value— in fact exists in name only.— Accounts amounting to £86 4s were passed for payment.— Tha Chairman of the Portobello Road Board wrote with reference to the proposed public pound for the county, stating that, as agreed at last meeting, Mr Dick and he (Mr Macandrew) had made inquiries as to a suitable site, terms, &c, and had selected the property of Mr G. Bates as the most suitable available site, that satisfactory terms could be arranged with Mr Bates, and that the Portobello Board approved the proposal. Mr Dick explained the matter fully, when it was resolved not to take any further steps at present, but to test the cattle-trespass nuisance under the byelaw lately passed on the subject.
