GERMANY'S COLONIAL POLICY.
Tho Berlin Official Gazette of May 21 announced tljat the Emperor William had granted to Gehrmatta Hansemn, on behalf of the Now Guinea Company, a charter confirming the Emperor William's sovereignty over the company's territory comprising that portion of Kaiser Wimelni's Land not already in Biitish or Dutch possession, and the islands situated off the coast, and the islands of the archipelago hitherto called New Britain, now known as Bismarck Archipelago. The company undertake to establish and maintain and to defray the expenses of q.n adequate judicial administration, in return for which they will enjoy territorial rights subject to the supreme control of the German Government. A de.spa.tch from Zanzibar of May 26 says the G. erman squadron will operate conjointly in the name of Germany and ib,e pongo State. -Admiral Knott commands, the squadron. He will inquire into the complaint of the Sultan as to the encroachment of the German East African Company. \\ \s vepprted that the Admiral is also instructed to inquire into the truth of the rumoured Arab in.vas.ipn of pongo State with a view of the possible necessity of obtaining help frq.m the signatory Powers to the Congo treaty to maintain, the neutralty qf the State. Berlin papers of May £9 have alarmist articles over the trouble between tho Sultan of Zanzibar and the German East African Company. They hint that Germany may be compelled to declare war against both England and Italy.
