Thursday, 18th August. runaway husbands. Replying to the Hon. Mr Waterhouse, The Hon. Mr WHITAKEK, said Colonial Parliaments could not legislate re extradition of decamped husbands, and so a bill for the purpose was now before the Imperial Parliament, but was hardly like'y to pass this session.

UPPER HOUSE REFORM. The Hon. Mr REYNOLDS moved— "That the members of the Council should bear some relative proportion to the number of representatives of the various districts of thd Colony." After some debate the motion was rejected by 15 to 14. Th° following was the division list :— For the motion —Messrs Brett, G. Buckley, P. Buckley, Chamberlain, Fraser, G. This bill was further amended in Committee, and notice was given for its further recommittal. THE fiAMING AND LOTTERIES BILL. The Council's amendments it the Gaming and Lotteries Bill were insisted on, and managers were appointed to draw up reasons. FISHERIES BILL. This bill passed through Committee with numerous amendments.

Fridat, 19th August. bills dealt with. The Education Act, 1877, Amendment Bill and the Fisheries Bill were read a third time. The second reading of the Timaru Harbour Board Endowment Bill was moved by the Hon. Mr WILSON. Several Councillors spoke Btrongly against the bill on the ground that the Timaru Harbour is certain to fill with shingle, as predicted by Mr John Coode and two Government enginters, and that this is now happening. On the motion of the Hon. Mr WHITAKER, the debato was adjourned. The Council adjourned from 5 to 7.30. BILLS DEALT WITH. j The Denrists Act, 1880, Amendment, Otagfo University Resorveß Vesting, and Oamaru Harbour Board Bills were passed through Committee with amendments.
