The New Otago Electorates..

Wblhngion, August 23rd. As the electoral maps are not yet circulated, the following memorandum by the Surveyorgeneral may be found useful as explaining briefly- and clearly the alterations proposed under the schedules of the new Representation Bill to CKago districts :— The town of Oamaru will form an electorate by Itself The balance, the country portion of the Waltakl constituency, iB too great for one member, and not enough for two. Hence one electorate has been formed terminating at the Kakanui River, and what remains has been added to Bhag Valley and Palmerston forming the electorate of Moeraki. Kepresenteti'onß have been made that Shag Valley and Pahnewton should not be joined to the country north of the Horse Range, but it was found after much consideration that the proposed arrangement was the SpS Practicable one. Walkouaiti extends from south SpffiSK&« *o Otago Heads, and inland to the snmmtt of the bills to the main north road; thence Snd thesubSbs of Dunedin and the North Taieri road to Slverstream, and along the Silver Peak Range. Port Chalmers comprises the towns of Port Chalmers and Raveneboumef' with the western slope of Otago Harbour. The population of Dunedin proper entity It to moßtfhan three members, but not to four. To bring^upX quota the Nortb-East Valley, up to the Lower Junction, has been added to it, and the district is divided into Dunedin West, Dunedin East, Dunedin South, and Central Dunedin, The existing electorate of Roslyn has .bo much increased in population that its area had to ne curtailed. It now includes the western suburbs of Dunedin from the Water-ot-Leith to Caversham borough. The electorate of Caversham has also so increased that, along with Green Island, it has been formed into one district. Peninsula electorate includes the Otago Peninsula, St. Kilda and houth Dunedin townships. Taieri includes the nlain of that name to the Waihola Gorge. Bruce remains nearly as it now Is, with the exception of a portion of the Waihola being added to Taieri. Clutha remains nearly the same as now, the western boundary havin&r been made to agree with that of the county. The goldfields of Otago have hitherto returned five members, but the existing population not entitling them to that number, Wakatipu has been extended so as to include Cromwell, and DunBtan extended down the Clutha Valley to the Beaumont, also taking in Tapanui and district. Tuapeka and Mount Ida are only slightly amended. The Waikaia district has been excised as an electorate, and the valley of that name has been joined to an electorate which is named Hokomii, and which extends west to the Wallace County boundary. The Mataura electorate has been confined principally to the county east of that river and west of the Clutha County. There is a narrow margin of country lying to the river on the west side of It also included. Wallace comprises the county of that name, and tho uninhabited region of the Western Sounds. Invorcargill remains a separate constituency.
