Mr BRYCE said despite the fact that certain liabilities for uniforms having been incurred by Volunteer officerß on the faith of full capitation allowance being continued, it was not their intention to make provision on the Supplementary Estimates for meeting of such liabilities which half capitation allowance will uot cover.
