Banting, Robert Charters, and Robert Findlay. The following business was transacted :—: — ELECTION OP CHAIRMAN". The present being the annual meeting of the Council, the election of a Chairman waß the first business. Or Charters, proposed the re-election of Cr Robertß to the office, paying him a high compliment, upon his conduct during the past term, and expressing a firm conviction that. he had the full confidence of all the other members. „ Or Allan seconded the motion with pleasure, and referring to the question of remuneration, suggested it should be left to be consider jiid at a tuture time when there was a" ( fuirattendance of members. "There being other proposition, the motion wjisput/.anbl carried unanimously. ', 'OrTJOBERT^ after expressing his thanks at thus receiving the, renewed confidence of the Council; took' the 'cKair. '"""" inspector's report. (The, monthly report of the Inspefctqr of (Works, was j read,; and in' refeVenlce to the' various surfaoe 'maintenance' contracts,' ten* • deitß fop.. wMc'ti ' Had been at ' Kit meeting, he otated that; ' except in contract

No. 1, the other five contractors were doing nothing at all. Several of the Councillors also complainedof the manner in which the work during the past month had been carried out. On the motion of Cr Snow, seconded by Cr Allan, it was carried—" That the Inspector be empowered to give any maintenance contractor not carrying on the work to his satisfaction a month's notice of termination of agreement, and to take the necessary steps' for having the work attended to by employing day labour," SLAUGHTERHOUSES. The Inspector of Slaughterhouses reported that Mr Samson, of Green Island, kept a very dirty pig-yard,and that Mr Chalmers, of Burnside, had failed to remove his offal aa regularly as he should do. He also recommended! that the slaughterhouses in Mosgiel, Outram, and Grey town should not be re.licenaed, as the yards were situated so close to the: respective townships. • j ■ Only one application came before' 1 thej Council, namely, fromNichorJßroß.,Outram,; and along with it came a petition from re- '• sidents in the neighbourhood asking that the' renewal be granted, as they suffered no inconvenience from the yard, and also as the applicants announced their intention of I building a new yard during the present, year. ' On the motion of Cr Snow, the application of Niohol Bros, was granted for one year, on the understanding that a further renewal need not be expected. • Cr Charters Baid the yard at Mosgiel objected to was in no way felt as a nuisance by the townspeople, and, with Or Bunting, he considered that objections might 'be left, to come first from- residents in the vicinity of slaughteryards. ■ i ■ Cr ALLA^quite agreed with the Inspector! that slaughteryards in the neighbourhood; of townships were a nuisance, and owners; must be given to understand that suoh yards j must be removed ere long. •' raw oorrNxy roads. The notices of motion given by Crs Snow and Allan at last meeting, relative te the taking over by the County of the Waipori and ' Brighton roads were allowed to be taken as one, and Or Snow then moved— "That the main road, Maungatua to Waipori, and the Seaside road towards Brighton and Taieri Mouth, be taken over by the County CounoiL" Cr Allan seconded the motion. A deputation, consisting of Messrs Finnic and Hunter, addressed the Council relative , to the latter road referred to in the motion. 1 The Chairman, in reply to the deputation, said the great difficulty was the one of < ways and means, and if the Seaside road were taken over it must not be expected that ; the Council could at onoe prooeedto expend 1 money upon it to any extent ia formation i and metalling. Besides the two roads mentioned, the one from Look-out Point to Kaikorai had equal claims upon the County, [ 'arid about' £1000 a year would be the cost of j the, three roads. • ' • - j ' ' Cr Findlay did not see where the funds i -were to" oome from to maintain so 'many! county roads j and if the Council took them! over without 'any money to expend on them, ' the Road Board would then, be relieved fromt any responsibility in connection with them, and the result would be that nothing would . bo done to them. ' He would rather see a • good subsidy given to Buch road 'boards to ' meet such caßea. " - ; The Chairman would oppose the motion, ' on the ground of want of funds.' The bank! account was just' about square at the present j time, and there was the Greytown bridge I contract of £930 to pay. If the Road Board found itself unable to overtake the works in j its district, it had a remedy in giving up its , charge add throwing the whole district! under the County. ... j Crs Snow and Allan having replied, the motion was' put and carried, there voting for ' it— Cra Snow, Allan, Charters, and Andrew; againßt it — Crs Findlay and Bunting. " , '■ M.TT L.0.0.I 1 . ' A local Odd-Fellows' Lodge asked to rent the Council' hall for the purpose of holding ' their meetings/ — The request was declined. SUBSIDY.
